What we're trying to encourage our local leaders to do is to make sure that they have an exhaustive process that monitors not only the step of construction and remodeling for buildings but also makes sure that we do everything possible to have a comprehensive inspection program, we're trying to help our municipal leaders come up with ways so that this won't happen again.

States don't know if there is going to be additional dollars coming out of the federal government, so that's causing them to be hesitant to distribute all of these dollars at this time, they have to hold on and make sure as they go through this that they're able to also take care of those state budget shortfalls.
